Chicago Cityscape has a database of every two and three-flat in Chicago and Cook County (we actually can show you everything with 2-6 units). These "flat" houses are classified as residential property in the Cook County property tax classification system. Buildings with seven or more units are classified as commercial property and are assessed differently.
Many studies and researchers ascribe flats as holding the bulk of non-subsidized affordable housing in Cook County and stressed the need to preserve them as multi-unit properties.

Hosted by Alderperson Matt Martin. Presenters: Geoff Smith, Daniel Hertz, Emily Bloom-Carlin. Hertz's presentation also covered deconversion and demolition fees.
